Chairperson Lynn opened deliberations on SCR 1612.

Senator Pilcher-Cook moved, seconded by Senator Givens, to pass the resolution.

Senator Olson made a substitute motion, seconded by Senator Bollier, to amend the resolution.  (Attachment 2)

Discussion ensued.

Senator Olson, with the consent of Senator Bollier, withdrew his original substitute motion.

Senator Olson, seconded by Senator Bollier, made a substitute motion to revise the original amendment to include adding back into the resolution the wording on lines 23 and 24 which had been stricken in the original amendment and to remove the reference to the Kansas Legislature in the wording of the amendment.  (Attachment 2)

Discussion ensued.

Revisor Chuck Reimer stated the proposed amendment by Senator Olson would read, "That we urge the State Corporation Commission to conduct a review to identify the major differences between electric rates in Kansas and electric rates in surrounding states to better understand and document the differences in rates and take any and all lawful action to promptly reduce Kansas retail electric rates to regionally competitive levels;". 

Discussion ensued.

Chairperson Lynn stated SCR 1612 is a resolution and not a bill. The purpose of the resolution is to send a message concerning electric rates in Kansas to the Kansas Corporation Commission (KCC) and urges the KCC to take all lawful action on determining electric rates in Kansas. 

Senator Olson's substitute motion to amend failed.

Senator Pilcher-Cook moved, seconded by Senator Givens, to pass SCR 1612. The motion carried.  Senator Olson voted nay.

The meeting was adjourned at 9:14 a.m.  The next meeting is scheduled for March 15, 2018.
