Chairperson Hilderbrand opened the Hearing on SB77. Jenna Moyer, Staff Revisor gave an overview of SB77. (Attachment 2)

Senator Baumgardner, in her proponent testimony stated that with the passage of the Audiology and Speech-Language Pathology Interstate Compact (ASLP-IC) is important for providing valuable healthcare services for rural populations, particularly for residents living in close proximity to a bordering state within the compact. With passage of similar compacts by member states for nurses, physicians and EMS personnel, strengthening of access and delivery of licensed health care across state lines has occurred. (Attachment 3)

Susie Ternes presented proponent testimony saying that the en-action of the ASLP-IC benefits both the practitioners and the recipients of speech, language, and hearing services. Once licensed in one's home state, the Interstate Compact would allow practitioners the privilege to practice in-person and through telehealth in ASLP-IC states. (Attachment 4)

Kris Pedersen stated in her proponent testimony that the passage of SB77 would improve access, increase quality and reduce barriers both geographic and administrative. It would preserve state licensure regulations/authority for those practicing/serving consumers in Kansas and any additional costs would be offset by fees charged for privilege to practice. (Attachment 5)
