Minutes for SB387 - Committee on Public Health and Welfare

Short Title

Reinstating social worker applicant option for board-approved postgraduate supervised experience, allowing master's and clinical level licensees to take baccalaureate addiction counselor test and requiring psychologists to have continuing education in diversity, ethics and inclusion.

Chairperson Hilderbrand opened the hearing on SB387. Jenna Moyer, Staff Revisor gave an overview of the bill.

David Fye, Executive Director of Kansas Behavioral Sciences Regulatory Board (BSRB) gave proponent testimony. He stated SB387 was requested on behalf of the BSRB, including three Board-recommended statutory changes for the professions regulated by the BSRB. Section 1 of SB387 includes language to address the unintended consequences of an amendment regarding a deletion of a requirement of 350 hours of direct client hours within a clinical practicum, which was added to enacted 2021 Senate Sub. for HB2208. Section 2 of SB387 includes language to enable additional individuals a path to become Licensed Addiction Counselors under the BSRB. Section 3 of SB387 includes language that with the 50 continuing education hours Licensed Psychologists must obtain each license period, practitioners would be required to attain three hours of continuing education in the areas of Diversity, Equity, and Inclusion (DEI) (Attachment 1)
