Chairperson Smith opened the hearing for HB2558.

Mr. Siebers provided an overview for HB2558 and stood for questions from Committee members. (Attachment 22)

Kathleen Smith provided an overview on the fiscal note for HB2558 stating the Department of Revenue does not have sufficient information to make an estimate of the amount of donations that the Board of Pharmacy would receive under the provisions of the bill that would also qualify for this new subtraction modification.

Proponents:

Alexandra Blasi, The Kansas State Board of Pharmacy, testified as a proponent for HB2558 that would create a tax deduction for all donations to the Kansas Prescription Drug Monitoring Program known as K-TRACS.  The program, K-TRACS, is used by healthcare professionals to prevent the misuse, abuse, and diversion of controlled substances and drugs.  Pharmacies are required to report to K-TRACS prescription information for control substances and drugs dispensed to Kansas patients, including opioids, benzodiazepines, and stimulants.  (Attachment 23)  Ms. Blasi stood for questions from Committee members.
