Chairman Waymaster opened the hearing on the bill.

Jill Wolters, Office of the Revisor of Statutes, presented the bill brief (Attachment 14).  This defines the terms for use by the board of regents in implementing the Educational Benefit program and increases the limitation on the reimbursement to Kansas educational institutions to $500,000 in any fiscal year.

Natalie Yoza, Associate General Counsel, Kansas Board of Regents, presented testimony as a proponent of the bill.  The amendments on HB 2716 will provide clarification for public safety officers and military service members in determining benefit eligibility for dependents and spouses, and increase the cap on reimbursements, designed to ensure that the program is fully funded (Attachment 15).

Written testimony in support of the bill was provided by Ed Klumpp, Legislative Liaison, Kansas Association of Chief of Police, Sheriffs Association and Kansas Peace Officers (Attachment 16), Casey Slaughter, President, Fraternal Order of Police (Attachment 17), and Wendy Doyle, President and CEO, United WE (Attachment 18).
