Chairperson Warren opened the hearing on HB2608.

Jason Thompson, Senior Assistant Revisor, provided an overview of the bill and responded to questions from Committee members. (Attachment 6)

Todd Butler testified in support of HB2608, asking the Committee to pass the bill and return matters to where they were pre-October 2021, when the outcome of recent court case decisions had a detrimental effect on restitution and debt collection, and refunds of voluntary payments were ordered. (Attachment 7)

Marilyn Harp testified in opposition to HB2608, stating the bill contains a very small change but will devastate the finances of low wage workers by allowing debt collectors to take 100% of their wages if not corrected. (Attachment 10) Ms. Harp responded to questions from Committee members.
